It is not the government that are 'Zombies', they have a plan and it is going very nicely.

The population, the 'people' are the Zombies, the country around them is being destroyed and they can't see it.

They sure do when the picture is taken of a specific woman, sometimes the photographer hidden behind a car window, and taken specifically because it's a woman, and shared online to comment on the woman to other men. Not done at all to comment on the irony of a headline and the state of society.
