There are suggestions that they’re back together, which would explain why she’s refusing to cooperate. However I’m still not sure why this got him off the hook given the other evidence…

Whether they’re back together or not surely the evidence shows he’s guilty. If she’s not cooperating isn’t that a case of wasting police time.

She didn’t actually report him to the police so she didn’t waste their time. The police investigated and charged him based on the videos shared online.
